Bali's New Urban Rail Metro Line: Expert Insights and 2028 Completion Goal

Bali's ambitious plan to complete the new Urban Rail Metro Line by 2028 is set to revolutionize the island's transportation landscape. This transformative project, requiring extensive efforts over the next four years, has garnered the attention and support of industry experts and local leaders.


The initial phase of the metro line, focusing on groundbreaking and foundation work, is slated to begin in September 2024. I Wayan Adi Arnawa, Badung Regional Secretary, has expressed confidence that the metro will be fully operational by 2028, a development expected to significantly boost Bali's property market.


Experts in urban development highlight the meticulous planning and collaboration between provincial, city, and district governments, along with PT Sarana Bali Dwipa Jaya, as crucial to the project's success. Dr. Rina Wijaya, a renowned urban planner, notes, "This project is a testament to Bali's commitment to sustainable growth and modern infrastructure. The phased approach ensures that each stage is carefully managed and completed on time."


One of the key aspects of the metro line is its minimal land usage compared to traditional road construction. This is particularly important for Bali, where preserving the island’s limited space and natural beauty is essential. Dr. Wijaya emphasizes, "By opting for a rail system, Bali is not only addressing current traffic issues but also safeguarding its unique landscape, which is a major attraction for tourists and property buyers alike."


Investor involvement has been secured, with an official announcement expected soon. The final stages of budgeting are underway, with agreements and paperwork expected to be finalized by the end of this month, setting the stage for the September groundbreaking. Financial analyst, Joko Pranata, comments, "The swift movement from planning to investor engagement demonstrates strong governmental and financial backing, which is critical for the timely completion of such large-scale projects."


Following a pivotal meeting led by Acting Governor Sang Made Mahendra Jaya, where formal bids for the Bali Urban Rail and associated facilities were submitted, the project has gained significant momentum. Acting Governor Jaya remarked in May, "This marks a significant milestone in Bali's infrastructure development, particularly in creating tourism corridors that will feature efficient, train-based mass transit systems."


With funding secured, Arnawa has called for diligent budget management and community support to ensure smooth progress. "Managing such a large budget requires transparency and community involvement," says financial expert Luh Ketut Arini. "The public’s support will be vital in maintaining momentum and overcoming any challenges that arise."


The new metro line aims to alleviate traffic congestion in Badung and across Bali, enhancing the island's attractiveness to both tourists and property investors. Traffic congestion has been a long-standing issue, particularly in popular tourist areas. The Bali Urban Rail Metro system promises to provide a reliable and efficient solution.


Gede Wayan Samsi Gunarta, Head of the Bali Transportation Service, revealed that the metro service's capacity and operational schedules are being meticulously planned, with trains expected to run every 15 minutes. Urban transport specialist, Dr. Made Suardana, explains, "Frequent train services will significantly reduce traffic congestion, making Bali more accessible and enjoyable for both residents and visitors."


The Bali Urban Rail Network will eventually encompass six lines, including a tramway. Line 1 will connect I Gusti Ngurah Rai International Airport with key destinations such as Kuta Beach, Central Parking, Legian, Seminyak, and extend to Kerobokan and North Denpasar. A second circular line will link the airport with resorts like Benoa, Sanur, and Sindhu, looping back through Denpasar and returning to the airport.


"This extensive network is set to revolutionize Bali’s infrastructure," Dr. Suardana adds. "It will not only improve local transportation but also enhance the island's appeal to international tourists and investors, fostering sustainable growth for years to come."
